Dialling from Outlook 1

Okay hopefully a simple one to resolve, Ive setup TAPI to enable dialling from outlook and it works fine, except I cannot get it to automatically insert a 9 before the number of the contact - and for the customer in question this is a must as they insist on a 9 being used.

I have tried all the options within dialling properties and even when I get it to say

Phone number will be dialled as 9 XXXXX XXXXXX - it still doesnt dial the 9 first.

its a windows 7 issue, and if people want to use TAPI it has to be fixed.

It should be supported so what is the problem ?
