Dialing out from CIsco Phone through Nortel option81

I have setup a tie trunk from a cisco voice gateway to a nortel option81. I can do 4 digit dial between the 2 systems, however when trying to dial out from a cisco phone through the nortel pbx it get a "swed quip congestion" d-channel error. It appears that the outbound calls will not transfer from the tie route to an outboud route from the option81. Has anyone seen this and know how to get around it??

Its acting as if the trunks are blocked but they are not. Trunk to trunk transfer is enabled on in the customer data block.
 

Is the swed congestion on the outgoing route trunks ?
Does the cisco connect to 81 as a pri ?
If it is a pri tie you will most likely need to adjust the call type in the cisco.

 
the swed congestion appears on the dchannel message of the tie trunk. I have the messaging turned on for the outgoing trunk that I am trying to reack and get nothingt so I assume its on the outgoing route.

Cisco connect to the 81 as a pri. THe call type in cisco is unknown. Do the call type from cisco is unknown. What do you suggest I change it to?? and thanks for the help.

It looks like to me that your call coming in to the 81 is not making it through to your outgoing trunks.
If you have dchannel msg turned on on your outgoing trunks
you should also see dchannel active msg's during a failed call.
I know this may seem simple but the first thing to do is look at your tie trunks and make sure that they have a high enough ncos to meet the frl requirements in the route list.

enl msgi outgoing dchannel
enl msgo outgoing dchannel.

make some test call and make sure that the outgoing dchannel is giving messages.
If there is no messages then the tie trunk call is not getting throug nars bars.
