Dialing 4 digit extensions to California from New York

Hello all,
I just inherited a IP office phone system that I know absolutely nothing about. My problem is this: Users in our California office can dial the 4 digit extensions of users in my NY office, but we in the NY office can't dial the 4 digit extensions of the users in California. We have to dial the entire number. How do I set up the phone system here to be able to do that? Please tell me the exact steps I should take and talk to me as if I were a child!

assuming that the ext nos in CA are in the range 4000-4999 & the ddi no range is 555 4000- 555 4999 (sorry I am in uk so dont know the no for CA).
Create the following short code.

ShortCode - 4XXX (X is a wildcard character & means any single digit)
Telephone number - 555. (. means All digits dialed by the user)
line group ID 0 - (the outgoing line group id for the pstn)
feature - Dial

with this in place you will also be able to divert calls from NY to CA by using the 4 digit no.

Here are some sample numbers with the proper area codes

New York - 631 555-1234 ext 1234
California - 714 555-5678 ext 5678

How would I set up the New York number to dial the California 4 digit extension?

this would also route 5679, 5650 5500 etc.
