Dialing '0' for operator

We currently are using 2 phone systems. POTS and VOIP, with roughly 150 users on VOIP and the remaining 1500+ on POTS. The Operator is on the POTS system. From a POTS phone, you can dial '0' and it takes you to the operator. On a VOIP phone, dialing '0' just gives you a fast busy. I'm assuming that dialing '0' from VOIP to get the operator was not set up by the installer because it can't be done?

I would like some direction on whether this can be done from both POTS and VOIP phones.
 
Our VOIP system is the CS1000. The POTS is an SL1000.
 
Go to LD 20 and PRT DNB 0, see if they set it up in the system

I'm assuming this means it wasn't set up?
 
If there is a tie lines between the two systems you can send calls for the operator to the other system. Just put in a steering code to point to the trunk route that "ties" them together.
