dial up tries to dial with hi-speed

User has hi speed connection. At work or home, when they click on IE, the auto dialer starts.
We go in and make sure its set to Not dial a connection, then can goto IE no problem.
If laptop is rebooted, go and check those settings, they are back to Always dial a connection.
Can spyware/virus do this?
This started about a week ago.

This might be adware/spyware. More specifically it may be an autodialer or browser hijacker. I'd run Spybot and/or Adaware. I'd also make sure antivirus is up to date and run a scan.
 
also depending on the OS, id say its an operation system thing. it is known for an XP with SP2 to disable CPU savings upon a power cycle. If you go into the computer management logs, you can manually correct the problem and have the server save your settings. if you have a win2000 or lower i would definatly say AUTO DIALER, and id call your telco and have them disable international calls, as well as go into the network and remove and suspicious Connectoid's
