Dial-Up Networking error 720 in XP

I have a Windows XP Pro box that was infected with W32.WelchiaB.worm. I cleaned it off and am now having problems connecting to the internet via Dial-Up.
I have searched the internet looking for solutions which I have tried to no avail. When trying to connect to my ISP, it dials, tries to connect, then I get an error "Registering your computer on the network...
Error 720:A connection to the remote computer could not be established. You might......., etc.
I have tried using 2 different ISPs, removing the modem, network adaptor, TCP/IP. I have also removed all networking in Windows components and reinstalling and installed XP over the existing, hoping to repair or replace any corrupt or missing files or dlls.
Any ideas, anyone?

Hey Russ,

I am sorry to say, that I also ran out of ideas. I ended up saving the user’s important files, reformatting and doing a fresh install. Now it’s working like a charm.
