does anyone where I could get a hold of
Dephli / Java based Dial-Up manager that
detects Incoming Voice calls while user
is still connected to the Internet.

any helpful hints/URL/pointers is much appreciated.

Well they do make hardware based components that perform the action you are describing however The only thing I know of that is remotely similar to what you are describing besides hardware of course is a program called callwave, which allows a user to connect to the net and run the program and when some one calls it works similar to an answering machine and the person calling leaves a message and the person who is online can play the message and choose whether to disconnect or not.

*Note: I've never personally used this app. but I once had a friend who used it and left him a message or two on it.
