Dial Shortcode missing when resiliency is setup

I have a lab/demo system where I use shortcodes to dial in place of ARS Table.
I started out this way when It was just a single IP Office. It was to make it easy for customer demos. The customer could dial straight out without having to dial 9, and I could have the system locked down to only 3 area codes. I guess I could do this in ARS tables as well, but I could not figure out how to remove requirement to dial 9 first.

I have since added resiliency, and now I want to create a new dial shortcode, but the system defaults to Common Object shortcodes, and dial is not an option.

Am I forced to go back to ARS Tables? I don't mind doing this, as it's beset practice anyway...
If so, how can I setup my system to use ARS Tables and to dial straight out without required 9 to get an onside line.
