dial "0" for operator

I just installed an IP Office 406 (R2.1)where the customer wants to be able to dial "0" internally to reach the operator. I was told you shouldn't assign an extension as "0" so I created ext. 207 for the operator with the following shortcaode:

Short Code: 0
Telephone Number: 207
Feature: DialExtn
Line: 0

Dialing "0" works about 70% of the time, the rest of the time you get a busy signal. If you dial 207 you always get through.
1) Is there something I am missing?
2) Could I renumber her extension from 207 to 0?

Firstly I would always have the operator as a group not a direct extn.
I susprext you are gertting busy when the operator is on a call.
I can see no reason why the operator Group cold not be numbered as group 0 (we have this setup on a number of sites)

What if you create user "0" and have it cover to extension 207?

My oper is extn 100. I have group 200 with x100 as the only member with call waiting turned on. Short code 0, phone number 200, DialExtn

works great for me
 
I tried setting up a hunt group "0" with the only member being extension 207. the hunt group is set-up for group ring, no voicemail, no queuing, call waiting is on, and I still get a busy signal 20-30% of the time. any other ideas?
 
Create User "0". In the coverage field right click and hit add, double click the user you want.Save and make live.
Any time you dial "0" it will cover to the user/users you selected.
 
My operator also has 5 "Apperance" buttons for calls to come in on. Not sure what happens if all of those are busy, but maybe you would get busy signals.....
 
Figured it out. The receptionist had "busy on held" ticked under the telephony tab. because she doesn't have voicemail, you get a busy signal anytime she has a call on hold. I currently have it set-up as a user with unconditional forwarding to 207 (receptionist) and haven't had a problem. Thanks for all the responses.
