Dial out from a PVR? Is it possible?

We use dial 9 for outside line.
Incoming 911 circuits set up on phones as a PVR.
Dialing the 10 digit number of the individual 911 circuits rings through.
QUESTION: Is it possible to dial out from these lines?
 
You can dial out on a PVR if the PRIV route is set for ICOG = IAO. You won't need a 9.
 
Yes ICOG=IAO. However when I try to dial out from the PVR key, to a valid 10 digit number, I get "we're sorry the number you have reached is not in service"
