Dial International Number from Missed calls LOG

Customer is having IPO Server edition with SIP trunk.
Everything is working fine except dialing out from missed call logs for international numbers.
We are using 9 to dial out and user have the privilege to dial international numbers.

When anyone call from Dubai the missed call is logged as 971XXXXXXXX when we dial from missed call logs its saying incompatible.
I put a trace on the call and found that 9 is being truncated.

To reach the Dubai number we want to Dial as 9 00971XXXXX

How can i fix this?

the problem is i want to fix the issue for all international numbers (all countries) on system level.
I am wondering why the calls made from missed call logs are not checking the short codes that i am setting under the ARS.
