Is it possible to use more than one Dynamic Effect on the same graphic when using HotSpots?

I have a map that I want to highlight different regions when certain text is mouseover-ed. The same text will also have a hyperlink to a new page.
 
i have a gif with a florida map and text on it. i then copied the gif 6 times and on each of the six, i highlighted certain counties. the text on the gif is the 6 counites. i hotspotted each text word to hyperlink to another page about those counties. i wanted to swap the pic when the user did a mouseover the text to the corresponding highlighted gif. ie: when mousing over the word orange, orange county would then be highlighted.

also, i tried taking the text off the gif image and then swapping out only the gif when a mouseover on the text is done, but i dont know how to link the gif to the text that i have .

the map of florida is on the left and the text in a column on the right.
