DHTML mouse over effects not available

I want to create a DHTML mouse over effect but the only effect I have available is Page load. I was able to create a mouse over effect before but when I select the text that is hyperlinked to another webpage and go to the DHTML effects toolbar like I said the only option is Page load and I don't see Mouse over in the list like I did before. Am I doing something wrong, maybe different or is this a bug with FrontPage that it works sometimes and not at others.

Make sure your mouse cursor is on the right side of the link and then try to add the DHTML. Also, make sure that it is not seeing it as text, if it is an image..then you will get your mouse over effects. Hope this helps,
