I have a DHCP scope of 172.16.4.1/255 255.255.0.0 I have some static clients using 172.16.6.1 range to limit internet access is there anyway to set a policy for these computers to pull this range from a DHCP server I am only running 1 windows 2003 server
 
You can set up static reservations in DHCP Manager.
What happens her is that you give the DHCP server the MAC / Hardware address of one of these PC's and also the IP address, etc. What happens then is that the DHCP server will ALWAYS hand out the SAME address values to a specified client.
 
You can also set the expiration to unlimated for leases then every client will always get the same ip address without the lengthysetup of reservations. my school has a 5000 computer network setup this way.
