DHCP Service won't start .

I keep getting this message in the event viewer
The description for Event ID ( 7023 ) in Source ( Service Control Manager ) could not be found. It contains the following insertion string(s): Microsoft DHCP Server%%10049

Along with eventID 1007 & 1008 .... I have seen some articles on technet that this maybe caused by leading zero's in an IP address octet ie. 192.168.007.012

I have searched the registry for the IP Address that I used but cannot find it does anyone know how to resolve this without having to reload the server ????

did you try to reload the latest SP ? ---------------------------------------------------------------------

Yeah I did reload the service pack !! I think it maybe something to do with my root directory being winnt 4.0 rather than winnt so I might try the technet article to change this over !
 
The default directory <WinNT_root>\System32\Dhcp was not present before Microsoft DHCP Server service was installed. The Microsoft DHCP Server service installation process will not check for this directory, nor create it if it is
missing.

If this was/is the prob follow the below steps
1. Uninstall the Microsoft DHCP Server service
2. Manually create the <WinNT_root>\System32\Dhcp folder.
3. Reinstall Microsoft DHCP Server service
4. Restart Windows NT Server.
5. reinstall sp4,6 reboot
