DHCP Server Error 'Access Is Denied' on Starting Service

Have a single domain controller win 2003 server - dhcp service will not start. message access is denied when trying to start the service. I am in the domain admin group and enterprise admin group so this doesnt appear to be a permissions problem. Server is pointing to itself for dns. No other dhcp or dns servers are runnin on the subnet. Any ideas apprediated ! Thanks
 
Is your server running Windows Small Business Server?

Does your server have multiple NICs?

What errors are showing up in your system log?

Was this system upgraded from an earlier version of Windows Server?
 
Yes the server is running Small Business Server 2003.

It has one NIC and a Speedtouch ADSL USB modem - set up as a dial up connection. No other NICs installed.

One recurring error in the log reads - ' The DHCP server service failed to start because windows has detected another DHCP server running on your network with the Ip address of 192.168.2.2'

This is the Ip of this servers NIC and there are no other DHCP servers running anywhere on the network.....

This was not an upgrade. Clean install.

The SpeedTouch has its own DHCP server built into it. It may be the culprit. I would point your web browser at 192.168.2.2 and see what happens. What's your default gateway and the internal ip of your server?

The default gateway is 192.168.2.2 (the servers ip) 192.168.2.2 displays the intranet web page.

Is there any way to disable the speedtouch dhcp? Any recommendations for alternative configs with only one ip address from the isp?

It sounds like this is a problem with the server configuration, not with the SpeedTouch. A server shouldn't be having a conflict with itself when trying to start the DHCP service. It sounds like the DHCP server bound itself to the USB (modem) interface instead of to your NIC. In the DHCP management console, get properties on the servername, go to the Advanced tab and choose Bindings. Make sure that your DHCP service is only bound to the NIC with the 192.168.2.2 address, and not to any other address.

No server shows in the DHCP management console. When I try and add it a red cross appears and the error message access denied. Even if I uninstall the dhcp server and reinstall it - same problem. Is there any other way to view dhcp bindings? Maybe take the modem off, start the dhcp service and then re add the modem?

Did you authorize the dhcp server.
