DHCP run by win2k3 is not recognized in NT4 1

On the NT4 Server in the DHCP manager, there is an option to add a new server. When trying to add the Win2k3 Server running DHCP it tells me that the service is stopped or is not running. But it is running on the 2k3 machine.

I don't know if this is a large issue or not. But the network used to have 2 NT4 machines each running DHCP. One machine had a reference to the other within the DHCP manager. I can't seem to duplicate that setup.

Is it critical to have a reference in the NT4 server to the Win2k3 server running DHCP?
Will I need to make a reference in DHCP on the Win2k3 machine instead?
When we phase out the other NT4 machine and have two Win2k3 machines running DHCP, will I need to make a reference like it was with 2 NT4 machines?

One source to query, one source to answer and one source to bind them.
 
There isn't any kind of syncronization between the DHCP servers in an AD environment (like there is with DNS and WINS).

In a pure AD environment, you'd want to research the 80/20 recommendations for redundancy.
