DHCP?!!??!!? :p

I have a Windows 2000 Advanced Server running with Active Directory and a DNS. I want to accomplish what NT 4 did with a proxy service. I can't stand ICS because it defaults an IP and an DHCP range that is uneditable. I want to use NAT but I can't login with my Clients to the domain when I enable DHCP. I need some help! My clients are running winME.

Why can't you login when you are using dhcp? Is the dhcp server leasing ip addresses correctly?
 
Thats what I'm not sure about I want to know the steps to setting one up. I want my DNS/Proxy to be 120.140.152.10 and have a DHCP range Like that. I'm not sure what I did as far as the Active Directory goes but in my Lan settings the server's primary DNS IP 127.0.0.1 was set to that by the Active Directory Wizard.
