DHCP / Handset Administrative Tool for 3626/3641 Wireless Phones!

I have 3626/3641 wireless phones with AVPP's. I've seen alot of posts about DHCP scope 151 and many others to make the phones get there settings through DHCP but what is the settings file that I use the only one I see is the Avaya 46xxsettings.txt for a 3631.Could some provide an example strings for all scopes? Do I also need the 176 scope as well? With that said I provide static IP address to the phones now with the Handset Administrative Tool but for some reason when I read some phones it's saying licenses issue. One more thing does anyone know where to get a 64 bit driver for the Handset Administrative Tool craddle for windows 7. I have looked for the driver on Avaya, Google search and the Spectralinks site no good. Any help would be appreciated.
