Device vs User CALs

I've recently purchased a Windows 2003 SBS Server with 15 device CALs. I have yet to setup the system, but I have a concern about the device vs. user CALs.

I am planning to implement a per-user licensed system, and need to know if I can use the 10 additional 'Device CALs' for this type of licensing method. So basically can purchased Device CALs be used for a per-user licensing mode?
 
It is my understading (don't quote me on this because licensin is tricky) that you can use your 10 license at either device or user, but can't switch between the two more than once.
 
So the label of 'Device' and 'User' on the actual CAL package does not matter, it can be used for either Device or User?

Of course, as with anything, Microsoft does not make this extremely clear as to whether or not the different terminology on the actual CAL package matters. I only ask this because many sites offer a 'Device CAL' separately from a 'User CAL' package.

Now, I did just find a site that has an add-on CAL package that is not labeled as Device or User, so I assume that means they can be used for either no matter how they're labeled.
 
Anyone got a confirmed answer on this? Can I use the device CALs for users, but just not be legit since they are technically device CALs?
