Use the Services applet again and stop the Plug and Play service. Then restart it and reboot.
If it still will not populate, make certain that no special permissions were place on the registry key:
HKLM\System\CurrentControlSet\Enum (This is where the listing is drawn).
Do a repair reinstall. I can think of other approaches, but I suspect they will prove a waste of time.
If you are certain there are no permission issues on that registry key, that Plug and Play service was stopped, restarted and the system rebooted without resolution for the issue, a repair reinstallation is strongly suggested. You will not lose data or installed software, but you will lose Service Pack and hotfixes. Plan on a time at the Windows Update site.
