Developing Database using SQL 7 whith VFP 7

Is it recomended to develop the application first in VFP database and then convert it using SQL7? or is it better start in SQL7?
 
I'd say it's best to start with VFP, but you need to plan for the upgrade by making all your data connections via local views so that you don't need to change the code when you upsize. Of course if it's just for in-house use and you've already got a data server available for exclusive use then it might make sense to use SQL server from the start. But if you're intending to use the application for another site or client, or you don't have a server of the right kind available as a testbed, then it's probably better to delay that sort of thing until you've got the rest of the application ready to go.
