Developer Edition vs Standard or Enterprise Edition?

Hi,
I read that the Developer Edition of MS Sql Server 2000 can be used only for Developing and testing but not on Production Systems?
What is the difference..and how would SQL Server know whether we are using a machine for Production of Development or testing?
Or is this just liscencing issue?
