Desktop Transarent Icons

My child did something to my computer, she has made the icons on the desktop no have trasparent backgrounds to them. I have tried to change theme back to Windows XP theme but this does not change them back only to dark blue. Any clue on how to get the icons back to the way they should be?
 
Yeah I thought that might work as well but it does not appear to have any affect whether it is on or off.
 
Got it:

If this still doesn't do the trick, right-click the desktop, point to Arrange Icons By and make sure that Lock Web Items on Desktop is un-checked.

To cut a long story short:

If you display a JPG wallpaper, the system has to turn on the Active Desktop, which looses the icon transparency.

Using a BMP wallpaper solves the issue.

It's not true!
Using a jpg file will not turn on Active Desktop!
Prolly you meant HTML pages.
