Denying users internet sites using a proxy server

With all the viruses going around these days, my job decided it would be better to restrict access of certain sites ( for example) to all of the workers but allow really big guys in the company to still access them. I know how to deny access to everyone, but can anyone tell me where I can get steps to restrict only a certain group of users from going to non-work related sites?
 
actully i face the same problem but i think we need ISA Server the upgrade for the proxy
 
What proxy server are your currently using?
With ISA, you could create Groups on the Domain for the 'Normal' users and then the Execs with each having different rules.
Another option could be to add another proxy server with limited access and have that relay connections to the primary proxy server.
