Deny logoff last agent if calls are still in queue

Hi all,
we replaced an old alcatel 4400 by a nortel CS1000 E 6 month ago.
Symposium is CC7 release. Customers wants like on older alcatel deny logoff of last agent if call are still in queue.
I began searching parameter on CC7 without success. I found a feature HMSB for ACD DN in LD 23 but result is the same with values Yes or No : Agent can activate MSB Key (1150 IP Phones) on call but it just put set busy at the end of call and agent can logoff by pressing MSB Key again.
I found in NN43001-551_03.01_ACD_Fundamentals that sentence :
"Before logging out, the agent should check to see if any calls are active or on hold"
Does it mean that there are no way to deny logoff ?
