Denied International Calling

Tried to verify that international calls are allowed, checkout the below information.

Got the following information from LD 90:

I am guessing that 'INPL' equals 'NO' means no global international calling is allowed. Then I would guess that I could set up individual phone extensions to be allowed to make outbound international calls.

I should be allowed to make international calls from any phone that NCOS equal or greater than FRL or am I missing something that is preventing me to allow select phones to call international?
