denied in admin 2

I have a problem with using the features, 871,872,873. For example when I try to turn on the ringing service, I use F871 I always receive the "denied in admin" message. How do I get around this? Is there a setting I need to configure so that I can have these features availible to our receptionist?
 
In services you must assign a control set, this will be the set that "controls" the activating and deactivating of the services.

Yes, I have defined set 221 as the control set for all lines in my organization. Yet, whenever the operator uses feature871 she gets the "denied in admin".
 
And the service is turned on to either Manual or Auto?

Thanks DueE...that was the problem! I had the service set to off....it feels like Monday!
