denied in admin?

I am trying to put the phone system into "nights". F871 gives me denied in admin. I am the control set for the lines.

Under Services, make sure to turn off all modes you aren't using, and as senk1s said, set the other/s to manual.

Also, Make sure the control set is applied for night service permission
