Denial Events - Mexico MF Trunk Grp

I have been wrestling with an issue for months and cannot seem to determine where the fault lies. we have an LSP in Mexico with a DIOD trunk group that uses multifrequency signaling. I've reviewed the R2MFC forums and posts in multiple forums and cannot seem to pinpoint.

The ORIGINAL issue is they are not receiving caller ID on the trunks. No changes were made and it suddenly stopped. We worked with Telmex to review traces and they are showing the CLID being presented.

The more pressing issue now is that began yesterday is they are unable to dial internationally. Tracing reveals denial events on the trace but I cannot determine the course of action to rectify the situation. These are the denial events:

10:07:08 denial event 1192: Temporary failure D1=0x9498 D2=0xffff0017
10:07:08 denial event 1645: Talk state MFC trk fail D1=0x9498 D2=0x26cb

Environment: Avaya Aura CM R 6.2, G450 gateway.
 
That looks like a network error to me , however reset the trunk board , test the trunk board , reset the remote gateway , do a list trace on incoming to see what CM is being sent , repeat for outgoing and see what you get in the output.

I would also be looking on the gateway for faults , but a reset of the gw , boards is certainly a safe first step , then do the list trace and work on the call id and outgoing loss ,as separate different incidents.

We have an office going live in Mexico as well... is Telmex the carrier I should be looking at?
 
to morenot: I will be pulling a trace for a call. I'm just awaiting coordination to complete the capture.

A little more detail regarding the CLID issue on this trunk - previous captures from the Telco provider have shown the CLID is being sent. Here is what happens: when a call is made into the PBX, the CLID is not shown on the phone. However, after they forward or transfer the call to another destination within the facility, the CLID appears on the "second" destination. Essentially, CLID is being presented to the PBX but it is not appearing on the phone until it is transferred to sent to another party.

to wpetilli: As I understand it, there is not much choice with regard to local carriers to provide service within Mexico. Telmex is the MAJOR provider and "owns" most if not all of the infrastructure within the country. Our facility has Telmex and a backup provider Axtel for their service. In addition, calling from landline to the cellular network within Mexico can be pricy, so our facility also has 4 lines in the system strictly for calls to the cellular network. Ironically, the same person that owns Telmex owns the major cellular company - Telcel (America Movil) in Mexico. Telmex is typically the last mile carrier within the country as they own 80% of the infrastructure in some reports. Depending on your timeframe, they are not quick with installation, orders, or support related issues in my experience.
