denial event 2329: No BW, prowler

I just installed a standalone G450 s8300. I am trying to login into ip softphone but getting the following on a traceI can connect to ip softphone I just get a no resources avaialble when trying to get dial tone)

I have check my ip-network-regions, the seem ok.. but to be honest I get confused with them.
region 1 is the location codec 1 g711mu
region 2 is the ia770 codec 2 g711mu
I created region 249 labled ip code 3 g729

So here is what each region (page 3) looks like

The ip-network-regions should be connected to each other with codecs that match the compression mode. So if region 1 talks to region 249 with codec 1 and region 249 has codec 3 then codec 1 and codec 3 must have a common compression mode (eg. G711 or G729)in both of them. The same compression mode must exist in both codecs. Also make sure that the VoIP module on the G450 works OK.
