Denial event 1643

I have been doing some tests over a G650 cabinet and s8700 servers, I am receiving a denial event:

denial event 1643

Here is the manual's description:

Off-hook dialing time out Standard action stimulus processing. originator
group type not trunk, DEXT, SMPL(station), or
attendant? DEXT, SMPL, attendant does not
Class of Service allow off-hook alert, processing
a CP_DG_TMO for Line Intercept Tone timer.

Does anyone from you have received this denial event?
