denial event 1078: TTR TDM VC failed

Hi.

I am having a problem dialing an international number. Everytime I dial that number, I always get a fast busy tone/error tone. I traced the call and I found this:

14:31:34 tone-receiver 04B0108 cid 0x1bfd
14:31:35 dial 701
14:31:35 seize trunk-group 1 member 4 cid 0x1bfd
14:31:49 denial event 1078: TTR TDM VC failed D1=0x77c8 D2=0x1bfd

Can someone please shed a light on this. Thanks.
