Demote DC

I need to demote a problematic DC. Do I have to move the Operations Master Roles from the problem DC to the good one,one at a time or is there a way to do them all at once?

You will want to transfer all FSMO roles prior to demoting it. If not, you could wind yourself into a slight pickle. If all else fails and you have to take it down without properly removing it, you can seize the roles.

One question though. When I bring the old server back, should I bring it back as a stand alone server or a member server, then run dcpromo? Or should I install the roles right after I install the OS?
 
You can't DCPROMO a standalone server if you want it to be a DC for an existing domain.

If your goal is to flatten that machine, rebuild it, and bring it back into the domain as a DC, then you should load the OS, add to the domain, and then promote.
