Can someone tell me which versions of windows Delta Server will run under? Or perhaps which versions it WONT run under would be easier!

When running delata server make sure you are running on at least a Win2k Pro enviroment. The manual says 2K server is the best.
Couple of thinks make sure you are running 1.4(16) CCC and delta server 4.0(22), I you are not make sure you upgrade to these or you will have issues with Wallboard stats and CCV, reflecting Group states correctly.
