Dell Optiplex GX1 not powering off

We have several Dell Optiplex GX1 machines running Win2000 Pro and WinXP Pro. The 'Shutdown and Power Off' option doesn't seem to work in most cases. The machines shutdown fine but doesn't power off, ending with the 'It is now safe to switch off your computer' screen.

The BIOS's on all machines are indentical and configured the same.

Any suggestions on why this works fine a couple of the machines and not on the others and how to get it working on all of them?
 
This is a windows 2K issue. When you install windoze 2K on a computer that doesn't have the APM features enabled in the Bios then you will encounter the problem that you have described.

To fix:
Simply enter the control panel and select the power management controls. Look through the controls until you find the checkbox that allows you to enable power management - stick a tick in the box and apply the new settings.

Problem solved...
