Dell 6300 power blinking green not booting

Greetings,
Our Dell 6300 is not reaching post, no video. All the fans run, but the power light is blinking green, as well as a small LED on the system board. The system will not shut off with the power switch have to shut the power bar off.
Has anyone encountered this or have any suggestions.

Does the raid controller(PERC Controller) make it though post? And if so do the container report OK?
 
Sounds jsut like a motherboard problem, difficult to diagnose if you have no video signal! Is it out of warranty? One thing to try would be re-seating all the boards, CPU's and memory modules - sometimes chip-creep can affect older systems.
 
We have tried everything. We got a replacement motherboard, power backplane. Still the same. I put a post card into the system and it's showing -- a reset condition. Does anyone know anything about reset conditions?

Some of these servers have inhibit switches on the chips, memory and cards if one isnt connecting then it wont boot, had this on a server in a rack (cant remember which one though)the board on top of server has 3 lights if all are on then a switch is open, sorry I cant remember if it was a 6400!!!
