Deleting in Explorer hangs and causes "not responding" error

the initial problem was when we deleted anything off the desktop it crashed the machine. The HDD was severely fragmented. I defragged and that solved the problem. I tried to delete 300 megs out of the temp folder, and clear 1600 cookies, but it hangs explorer. There are no processes or services that look out of the ordinary.

 
I had this problem with Windows 98SE after installing IE6.

check for spyware.
do you have any anti-virus programs running? try disabling it just to see. scan for viruses too.

For that matter, you say you have other programs running, try stopping them all just to double check.

Is this a certain file? or any file? what happens when you try to cut and paste? get into your recycle bin and see if it locks up, if not.. remove those files.

boot into safe mode and see if you can delete w/o problems.

Re-install whatever I.E. you are using and do a repair.
