You mean, that if your address doesn't contain a line for "Address 2" of there is no "State" or "City" you don't want to display that empty line?

The easy way to deal with this:
Let's say, your address lines are placed into the page header.
Create as many additional sections below the main one(Page Header A, Page Header B and so on) as you need for your address lines.
Place each address line into a separate section(Address 1 -
into Page Header A, Address 2 - Page Header B...).
Format your Address fields to suppress them if this field is empty.
Format your sections to suppress blank section.
This should do it.
Well, you need to get rid of those additional sections the and create formulas for each line.
In those formulas you'll need to check what line of address exists and display info based on that.
