Deleted Files Reappear

I have a user who has files on his desktop and everytime he deletes them and empties his recycle bin then reboots the files are back on his desktop. He has about 40 word files that he is trying to get rid of. All I have been able to find talks about roaming profiles. He does not have that because he is basically running stand-alone. I have checked for viruses and not found any yet. Any Suggestions?
 
Can they be deleted via Safe Mode?

Are they running any programs, such as "Microsoft Shared Computer Toolkit for Windows XP" or "Deep Freeze" or similar type protection software?
 
No there is no Deep freeze or protection software running. I will try using Safe mode.

Is the user profile (and consequently the desktop) actually stored on the local machine? I have seen this behavior (delete & reappear) when network shares do not have permissions set properly. Is the user profile stored on a network server/drive/share?
 
Yes, everything is stored on the local machine. the only networking is to share internet connection (ie. cable modem). there is not shares being used.
 
Maybe any application at startup time is creating those files.

This will happen if the files are in the \Documents and Settings\All Users profile.


 
Sorry about not responding sooner. The user tells me that just by continually deleting the files that he was able to remove them. I will keep your suggestions on file for the next time.
