Delayed RWRUN60 sturtup from ifweb60 when lager load on iAS 1.0.2

We use run_report_object in Forms 6i to call report sa subprocess of ifweb60 process on iAS (i.e. we don't use stand alone reports server like Rep_xxx on iAS, but forms process starts RWRUN60). It works fine when number of users is less than 50-60. Than moderate to large delays (5-50s) happen when pressing button on client form to run report and actual apearance of RWRUN60 in task manager of iAS. CPU, memory and processor queue are significantly bellow concerning values (CPU 40%, 700 MB RAM free etc). We have tried various JServ parameters changes but with no success.
Windows heap size is modified to overcome initaila 86+ forms processes limit (should support about 150 ifweb60 processes now). We don't notice any delay with forms, just in-process reports.

Any hints?

If one use in-process reports server (instead of standalone reports server service) there can be only one RWRUN60 process at time on iAS (at far as I know). When number of users increase there is increase in simultaneous report requests that can't be fullfiled imediatelly. Instead, until one report finish, all other report requests wait. Solution is (if this can be solution) to convert froms with most frequently used reports to use standalone reports server (service) with muliple reports engines enabled in report server config file (maxEngines, should be about twice the number of CPUs on server machine). Because few reports dominate report requests one can usually get away with just converting few (several) report calls.
