Delayed email for outlook 2007. Users get email 30 seconds later

We have 3 users and one of them is receiving emails about 30 seconds faster than the other two. All are using outlook 2007 and have cached mode available. Everyone also has the same send/receive settings as well with automatic push from the exchange server. What things can I check to have the other users get email on time?

Are all machines desktops or all laptops and all the same spec of machine at all ?
 
The laptops are different specs, but they are connected to the same network and domain and all use Office 2007.

Yes, 30 seconds is a big deal since we need to receive real-time data and notifications as they happen.
 
Check to see if one user has more/any rules setup which may delay mail from being delivered to the inbox.

Check to make sure that both users are on the same Exchange server (if you have more than 1).

Try switching the users ports on the switch/router and see if the problem follows the port.

If the user hits send/receive is the mail delivered "immediately"? Or do you still have to wait xx amount of time?

Have you timed the delay? Is it ALWAYS the same amount of time?

Is the delay uncondtional or is it only for mails received from external sources? Or only from internal sources?

If the laptops are different specs, do the ones that have more memory/bigger processor deliver the mail quicker than the ones that are lower spec ?

Also try getting different people to log onto the same laptop with their own id, this will prove if there is a profile issue. for example one machine that has the issue where mail arrives 30 seconds later, get someone else to log onto the machine does it still take 30 seconds ? then get the person who gets mail straight away to log onto a machine that takes 30 seconds as themselves, what happens? This would rule out profile issues.

- The only one user that is receiving email faster than others has the same outlook set up with the same rules as others

Check to make sure that both users are on the same Exchange server (if you have more than 1).

- Everyone is connected to the same exchange server

- After hitting send receive, everyone waits xx amount of time until email is delivered

- It is the same delay and takes about 30 seconds

- Email is coming from internal and external sources was tested with same issues

- The same user had a lower spec laptop and it was receiving email faster just like the newer one he has.

- I asked the user that is receiving fast email to logon to someone elses laptop to test this out. I will keep you updated.
