Delay in Accessing Hard drive

I have a PIII 500 mhz with a 30 gig hardrive with C and D drives and Windows ME. When I first boot there is a 1 minute delay when going to directories in either drives in windows exployer. After that 1st initial 1 minute wait I can go directly to any of my directories without any delay.
If I shut down the PC ...it is the same thing over again.
Can you help? Thanks!
 
Check all the active processes. AAtools 5.50 has a nice process monitor. You will see what is happening during this 1 min period. My guess is that it is not HDD, but some process that eats all your resources
 
I have a P4 1.8 Ghz MSI motherboard, adn GEForce video card and a MAxtor 40 GB HD. If i try to access MY computer within the first minute i get the flashlight searching for files and folder..Its kinda annoying..juss wondering how i can fix that?
