This problem was caused by a setting in the registry.
Somehow the setting was replicated from a parent server to all the Symantec clients.
The registry setting
HKEY_LOCAL_MACHINE\SOFTWARE\Intel\LANDesk\VirusProtect6\CurrentVersion\ProductControl\ManageThisClient
was set to 1 by a parent server.
It SHOULD be set to 0 (ZERO).
We were 24 hours away from reinstalling SAV to 10k machines when we found this! phew!
