PDF fillable forms opened in a web browser (or downloaded and opened in Adobe Reader) are submitted via e-mail.

For months, everything worked great. When a user wanted to submit the pdf (with saved data) as an attachment in e-mail, they could either hit the submit button and it got attached to a new message with the intended recipient auto-filled, or they could choose Tools, Send Files, Attach to Email and the new message popped up, regardless of whether Outlook was open.

This problem exists on XP machines running Outlook 2003 and either Reader 9 or X. It's sporadic. After uninstalling Outlook, reinstalling, and rebooting, it works for a day sometimes and then the problem is back. Sometimes, rebooting their machine works!

I get success when doing regsvr32 inetcomm.dll but no change.

Restore corrupted .ost and .pst file manually...

-Choose File-> Open-> Outlook Data File…
-Browse to the location where you’ve restored the pst file. For instance: D:\My Documents\My Outlook\Temp
You’ll now see an additional set of folders added to your folder list which you can expand. Expand the list and select the Inbox folder
In this folder select the messages you want to restore to the original Inbox folder
-Drag & drop them to the default Inbox folder
-Do the same for the Contacts folder. You might want to set your view to a list view so you can easily select and move the items.

Outlook 2007 and previous
-View-> Current View-> Phone List

Outlook 2010 and Outlook 2013
-tab Home-> group Current View-> List

Now that the importing is complete, right click the pst-file in Outlook added in step 2 and choose Disconnect.

Restart Outlook and remove the export.pst file from the Temp directory if desired.
