Dead Lucent Partner ACS

I work at a small non-profit and our phone system died.
It is an old Lucent partner ACS
by died, the symptoms are no lights on any card, no nuthin.

i believe the culprits may be
a) main processor
b) power sub-module inside main processor
should I also suspect the backplane and cabinet

(in photo ( disrgard 1st line card - it shorted last year and is not plugged into backplane

we did have storms the other night.
sadly, system is poorly surge protected

I dont want to buy replacements willy nilly without some reasonable analysis.

Thoughts? Ideas? Thanks

*willing*? there is willing but also *able* to consider.
We are an underfunded non-profit undergoing a benefactor crisis right now.
Should we upgrade? Sure! Would *I* want to, as facilities guy? Sure! will the Director/Accountant/Board let me?? nope!
If I hadn't fussed with this these last two weeks, we would have probably have had to keep getting by on two Best Buy cordless phones :-(

I have been trying to understand WTH "hunt groups were for a day now.. Helluva operating system this ACS is!

Can I pull the expansion card altogether and just put the PC card in the ACS? I do not think we are even using all the mailboxes.
And the expansion card is being troublesome I think. It goes through maybe two seconds on green light then no light. Shouldn't it keep a green?

Re no third line.. Well its because I cannot find a live third line dialtone ! And OMG the rats nest wiring back there!!!

The only PCMCIA voice mail card that is able to be plugged directly into the ACS processor would be the Partner Voice Messaging.
