DDI calls divert after 6 ring to CFNA number but nothing for CFNA in programming, how?

Three digital phone which accept incoming calls on a ddi route are diverting after 6 rings to one of the 3 prime numbers, display on diverted call phone states incoming number label and "CFNA". All three phone have all their forwarding functions (EHT,FDN etc) set to the their own prime number (key 0 scr appearance). Two of the phones are the main answering point, the third is a backup answer, every incoming call rings on one the main phones and the backup phone. (They have the same numbers programmed in the scr keys)
The six rings makes sense as that is programmed for cfno, however I can't work out how they are forwarding to the backup.

Probably missing something obvious!!

Call Forward No Answer depends on these

FDN Value (for all calls unless CLS CFTA exists)
or
EFD Value (for external calls when CLS CFTA exists)
and
CLS FNA
and
These values only apply to the MARP appearance of the DN

The main digital phones are 301 and 302. The backup phone is 303. All the DDI scr are on 303, the main phones have half the numbers each.

Is there a chance the redirect to cfna is being applied to the route?

The values for RCO "0" and "1" are both the same, so it makes no difference which one is used.

Have you got any hunt groups in operation?. You might have one that has all 3 phones assigned to it?.

You have EFD set to 301. EFD is External Flexible call forward DN.

From the I/O reference manual NN43001-611:
This is the DN to which external no answer calls are routed when Class of Service is CFTA, FNA.

Looks like this is what is causing the calls to forward on no answer. Look at GHTrouts response above.
