DCS, Tenant and Partition group routing

OK, I've run out of aspirin and need help on this one.
Site is using tenant service to separate groups (for individual MOH) but also uses Partition Group Routing to overflow to each other's PSTN facilities.
This part works fine but when a call arrives via DCS to a station that covers off-premise, the call uses the Partition Route based on the DCS trunk group's COR.
We need the call to be routed based on the destination station's COR.
Anyone know if this is possible?

If we change the DCS group's COR the call is routed to the other tenant's Trunk Group.
Seems clear that the routing is based on the DCS group's COR
