First of all the DCH will never go into red alarm. It is either disabled, released or established. Light on the card will go red but that is about all. There are basically 2 portions to the PRI. One is the carrier which will give you red or yellow alarms then the second is the B and D channels.
You can't get the second part up until the carrier is established. If there is a red alarm 1st thing to check is the smartjack and see if there are lights and then the CSU for power etc. 90% of the time red alarm indicates a problem with the circuit/carrier portion of the T1.
post is right.. what does the pri show.. ld 60 stat x lcnt x.. if that is red it's layer one and you can not command it to work.. if it's yellow or green, software may help.. is your msdl a daughter board? from what you've posted that looks bad
