DCFW Going to VM

Hey I have a Meridian 1 Opt61C that if I just call out to a cell phone will ring the phone, but when I use a Phantom DN and DCFW the same number, it goes directly to VM. I checked that the lines NCOS was the same, but I'm unsure what else to try. I am admittedly not real familiar with this system. It was kind of dropped in my lap because I was the only guy still on staff that had any phone experience.
 
There are a number of areas to check. First of all print off the TN details and post it here, check that the CLS = CFXA.
Also check if the DCFW has the access code added in or the AC1 / AC2 code such as "9" etc added in.
The CLS = TLD could be a restriction as would be the NCOS value.
Try changing the CLS = TLD to UNR etc.

Try changing CLS CTD to UNR and TGAR to "0"
I'm guessing that DCFW 12 81484 means that 81484 is the access code of the outgoing trunk?.
If that is the case then the TGAR could be the problem.

Just do in LD 10

Made the changed. Still Going directly to voicemail when called from an internal phone. However, when I call it externally from another phone, it FWDs correctly and rings the cell.
 
I'm puzzled why externally it works, but dialling 1010 internally it goes to voicemail. What is the voicemail DN?.

Thats the thing, It's not going to my Nortel Call Pilot. It's going to my cell phones VM.

Examples. Call by dialing 8 and my cell number, Cell phone rings and I can answer. Calling from an external line to that DN, my phone rings and I can answer. If I dial 1010 on my phone here, it doesn't ring on my cell phone and goes directly to my Cell Phones VM.
 
My initial guess is that it has nothing to do with the Phantom DN configuration as it's doing what it's tasked to do.
Does the cell phone have a caller ID that has the CLI that is sent from the Phanton DN and it's forwarding it straight to the call phones voicemail?.

It is passing the Caller ID from the Cell Phone when FWDing.

If I call the Phantom DN from External, it rings correctly. Its only when I call the Phantom DN from an Internal line that it goes directly to the destinations VM.
